So can Ting activate a Sprint phone with a banned sprint ESN?

Definitely not.
A phone with a bad ESN is generally stolen or not current on it's account.

Always check the ESN before you buy AND buy from a reputable website where you "may" have some recourse.

Sorry to hear about your phone.

If the ESN is bad due to non payment it may become available as Sprint sends the bill to collection. I have read that it takes about 6 months to be cleared from Sprint's active accounts but YMMV.

Whoa, really? Blacklisted phones due to "non payment" can later become clean ESNs in time? I had no idea.

That basically means that any "bad esn" phone on ebay that comes with the box is a from a non-payment account (a stolen phone would basically never be stolen with the box) and that "bad esn" will in time become a clean ESN. How cool!
