I would like to request a feature that I would have a use for. I would like to block all incoming calls, but enable outgoing calls. Since I don't really use the phone, but I do not want to disable calls entirely for purposes of emergencies or "that one time" events. It's mostly since I'm getting charged for calls that I don't even answer. It's frustrating to see the only current options are enable Airplane Mode on the phone or disable calls entirely.
Split inbound and outgoing calls.

You can do that in your account settings.
Go to Your Account>Device Settings>That cell phone. Scroll down to the "Minutes" heading, click the little blue pencil icon to the right of that heading, and edit the entry for "Can receive calls" -- make sure it says "disabled" rather than "enabled."
Also turn off voicemail so that an inbound call does not "complete."
To be fair, you are complaining about a missing feature that I've rarely seen with any other carrier. And you are complaining about the kind of charging that is common across the industry.
Brian is right, the option is available in the Ting website settings.
I've never been charged for a call I didn't answer, only the ones I do. Maybe call/email Ting to see if there's an issue.
