After getting a new sim card I cannot make or receive calls and texts. I responded to the email. It has been approaching 20 hours since the first email was sent. Any advice?

I just ported a number from Verizon on Apple SE, phone number 503-899-2404. Unfortunately i also have a "Locked sim" advisory and the PUK unlock code from verizon doesn't enable me to unlock the sim. HELP!!
