There is often 1-4 hrs delay between a VM and notification on my iPhone 2020 ios16. Both wifi & lte. At home w/strong signal.

Thanks for reaching out. Strange that there is that much of a delay. The first thing I would suggest is just making sure all the software on the phone is up to date. If it is then we would need to look at this on an account level to see if there is anything a miss.
