What is error code 2048 "network busy" and how do we resolve the error?

We are attempting to activate one of four phones (Kyocera Rise) and are experiencing problems, one of which is the error listed above. What can we do?

For anybody else viewing this thread, if you are getting error code 2048, there are a number of things you can do to troubleshoot it. Power cycle the device, perform a profile update, perform a carrier reset. Take a look at our activation steps if you are unsure on how to perform the profile update or carrier reset.
