Example of a small carrier about to offer iPhone

I just read an article about a small carrier that is about to start offering the iPhone 5. The article cites some of the same issues that Ting has mentioned regarding small carriers having difficulty reaching financially viable terms with Apple. So, how did Cincinnati Bell do it? Perhaps there is a strategy in play here that Ting could use too. (Unfortunately, the article doesn't explain how they solved the problem, but maybe you industry insiders would know.)
