Have you looked in the settings of the Google Voice app in the Making Calls section to make sure GV is set as the default?
I have not tried that but more importantly I cant see why you would want to. You can use your GV with Hangouts for calls and texting or the GV app. You can also disable calls to your Ting number directly in the Ting app. If you only give out your GV number instead of the Ting number the result will be the same.

The reason to use GV for making calls is so that when you make a call your GV number shows up in their caller ID. This connection is also a regular cellular call and not being trunked over Hangouts as a data connection, so you don't have to worry about a lagging data connection causing issues.
I also don't want to pile all these communications into one app, but I can see the advantage of it. I prefer to use a dedicated app for functions since there is hypothetically better performance.
