It's not possible at this point and time.
I'm actually a Ting customer on the iPhone upgrade program, but there's no way to start out that way (I was an AT&T customer outside of my contract when I signed up). To sign up for, and upgrade, using that program, you must have an account with one of the four major carriers. So if you can sign up, get the phone, then cancel your major carrier account, it's possible, but I wouldn't call it convenient. For example, I can't use the program as intended to upgrade my iPhone 6S to a 7 without doing something weird like I described. I didn't realize this restriction at the time, otherwise I might have taken a pass on the upgrade program.
